KASE: Skilling Initiatives for Industry-ready Workforce

Thiruvananthapuram: Kerala Academy for Skills Excellence (KASE), the State Skill Development Mission of Government of Kerala, has transformed the State’s employment sector in a big way. Since inception, the skilling agency has been able to train over 66,000 job aspirants in various trades through its different skill development initiatives that are aimed at developing an industry-ready workforce for employment in India and abroad. Considering the peculiar demographic characteristics of Kerala, KASE has adopted unique skilling models with industry tie-ups and placement linkages so as to elevate the skills of the young workforce to global standards. Set up as a non-profit company, KASE is currently implementing the skilling initiatives through various projects namely: Kerala State Institute of Design (KSID), Career Development Centres (CDC), Kaushal Kendras, Employability Centre (EC) and Centre of Excellence and Accreditation Model.

“KASE has been constituted to promote, establish, monitor, govern and regulate institutions and academies for skills excellence for development of core employability skills, competency standards and promoting technology that meets the demands of various industries globally. It has now become a model for other States to follow,” says T P Ramakrishnan, State Minister for Labour and Skills.

Currently, KASE operates three Kaushal Kendras – community skill parks focused on rural youth – at Chavara, Mananchira and Koottanad. In a bid to make the youth competent to avail the employment opportunities in State’s private sector, KASE has set up Employability Centres besides the Employment Exchanges in Kollam, Alappuzha, Kottayam, Ernakulam, Thrissur, Palakkad, Kozhikode and Kannur districts. KASE, in association with National Employment Service Department, has also set up CDCs which are aimed at supporting individuals to shape their careers by building key ingredients necessary for their transformation to become complete professionals.

KASE’s New Managing Director
The State Cabinet has appointed Dr. Sriram Venkitaraman, the young IAS officer from Kochi, as the new MD of KASE and Director, Employment and Training. A second-rank holder in the 2013 UPSC batch, he joined the Indian Administrative Service as an Assistant Collector in Pathanamthitta district. He worked as Assistant Secretary in the Ministry of Food and Public Distribution in New Delhi before moving back to Kerala to take charge as Sub-Collector, Devikulam.

Indian Institute of Infrastructure and Construction (IIIC) at Chavara

The Government of Kerala through KASE has set up Indian Institute of Infrastructure and Construction (IIIC) at Chavara, Kollam with the aim of offering high end courses in Construction Engineering and Management and also providing skill training for workforce ranging from trades including masonry, carpentry, plumbing and electrical, to draftsman with CAD expertise, supervisor and site manager. IIIC would impart skill training for technical personnel like ITI certificate-holders, diploma holders and engineering graduates, and make them readily employable in national and international markets. The possibility to affiliate with organisations like Singapore Building Construction College and National Construction Academy of UK is being explored. Classes at IIIC are expected to commence shortly.


Nursing Institute for Career Enhancement (NICE)
KASE has partnered with Trivandrum Specialists Hospital (SUT-NMC Group), to impart advanced skills excellence programme in nursing. A first-of-its-kind initiative in India, the NICE programme is tailor-made for certified graduate or diploma nurses with minimum two years of clinical bed side experience. Located at KINFRA International Apparel Park in Thiruvananthapuram, NICE provides world-class training facilities for enhancement of the employability skills of nurses and imparts training on international best practices, basic and advanced cardiac life support (BLS, ACLS), emergency and critical care nursing, nursing documentation, soft skills and communication (English and Arabic), personality development, cultural adaptation and work ethics. ESPOiR Academy
Partnering with the Saudi-based Eram Group, KASE has set up Centre of Excellence in Oil and Rig at Inkel Tower, Angamali, Kochi for equipping the youth with requisite skills needed for this industry. The programme offers courses in Mechanical, Instrumentation & Electrical related trades viz. Industrial Electrician, Instrument Technician, Pipe Fabricator, Certified Welder, Instrument Fitter, Certified Scaffolder, Supervisor, etc. ESPOiR focuses on imparting practical skills and hands-on training through its well-equipped labs and workshops which meet international standards. The trainees are exposed to high-end and most modern equipment in the industry. Centre for Advanced Training in Security (CATS)
KASE, in association with International College for Security Studies (established under Pragmatic Educational Society), has set up at KINFRA International Apparel Park, Thiruvananthapuram a Centre of Excellence in National Security named Centre for Advanced Training in Security (CATS) to impart advanced training in security skills. Courses are designed according to Security Sector-specific National Occupational Standards (NOS) as mandated under National Skills Qualification Framework (NSQF). KASE has partnered with Sadhbhavana Group to set up Centre of Excellence in Teaching Skills at Sadhbhavana Campus, Velliparamba, Kozhikode to provide relevant training to educators in conformation with contemporary needs affirming quality and excellence. The course offered is Programme for Achieving Competencies of Educators (PACE) for B.Ed. graduates. The programme aims to enhance skills in teaching, communication, presentation, administration and IT which are vital for re-profiling teachers as professional educators, acceptable worldwide. Centre of Excellence in Entrepreneurship Development (CEED)
KASE has partnered with Entrepreneurship Development Institute of India (EDI), Ahmedabad to address the entrepreneurial needs of sector-based entrepreneurs in Kerala by setting up a Centre of Excellence in Entrepreneurship Development (CEED) at Inkel Tower, Angamali, Kochi. The Centre proposes to give training in five sectors – Engineering, Food Processing, Agriculture & Spices, Garment and Tourism – initially.
